About Diana

Diana Vela-McMillion was born on October 8, 1954 in Lebanon, Indiana. Shortly after her birth her parents took her to Mexico where she lived with her grandparents in the City of Meir until age 17. Diana wanted to earn her high school diploma in the United States; thus she returned to the US and completed her Sophomore, Junior and Senior years of High School, in one year, graduating from Rio Grande City High School, with Honors.

She attended Texas A & I University (currently Texas A & M), in Kingsville, Texas, where she met the love of her life, Michael McMillion. After one year at Texas A & I, Diana transferred to the University of Texas, Austin for a year and then to the University of Houston to be closer to Mike who was attending law school in Houston.

Diana earned a Bachelor Degree from the University of Houston and a Masters Degree from the University of Missouri (Columbia). She taught Spanish language and literature courses at the University of Houston, the University of Missouri-Columbia, and the University of Texas-El Paso.

Diana had 26 years of human resources experience in Federal Civilian service. She started her Federal career as a Department of Army intern in Human Resources at the Corpus Christi Army Depot in 1985. She gained experience in all aspects of personnel management with particular focus in the field of Personnel Management and Classification. She served as a Classifier with the Department of Army in Charlottesville, VA, The Pentagon, and Fort Bliss TX. from 1986 to 1996 . Diana served a short but memorable position at Kelly Air Force Base in San Antonio, TX, where she participated in conducting employee RIFs and other classification duties in preparation for Kelly AFB closure.

Diana joined CPMS in September 1997 where she became the resident expert in position and classification matters and as such, was selected to form part of one of three human resources teams responsible for providing training in “Modern DCPDS” to hundreds of system users throughout the Department of Defense. Diana also served as position expert in the design, development, and implementation of the National Security Personnel System (NSPS) and overall project responsibility for the design, development, and successful implementation of the Defense Civilian Intelligence Personnel System (DCIPS). She is also a graduate of the Executive Leadership Development Program (ELDP) course. Diana was a member of the Self Service Team, Human Resource Specialist (Information Systems) (Systems Testing and Requirements) (STARS) Branch, Department of Defense at Randolph Air Force Base. She had the overall functional responsibility for the Competencies project, UPK Self Service Training module for Managers and Supervisors, Highly Qualified Senior Mentors, the PD Library and Position.

She was married to Michael R. McMilliion for 33 years and had 2 babies (dogs) Maya and Max that she loved very much!
